How to Challenge Your Council Tax Band or Apply for a Reduction in the UK

Council tax bands A through H are set by the Valuation Office Agency (VOA) based on the estimated value of your property as of 1 April 1991 in England (1 April 2003 in Wales). Your band is not permanent — it can be challenged if there is evidence it was set incorrectly or if your property has changed materially.
Every residential property in England is assigned one of eight council tax bands (A to H). The band is meant to reflect the property's value at a fixed valuation date, not its current market value. This means many properties are incorrectly banded — especially those in areas where prices have changed significantly since 1991.

Two Types of Council Tax Challenges
Band Review (Band is wrong)
You can ask the VOA to review your band if you believe:
- Your property is similar to others in a lower band and should be re-banded
- The band was set based on incorrect information about the property
- There has been a material change to the property (major extension, demolition, change of use)
Council Tax Reduction (Income-based)
You can apply to your local council for a council tax reduction if you:
- Are on a low income or receiving benefits (Universal Credit, Job Seeker's Allowance, etc.)
- Are the only adult in the property (single person discount of 25%)
- Live with someone who is disabled or severely mentally impaired
Important timing: You can submit a band review at any time, but it is most impactful to do so when you move into a property or when significant local changes have occurred. Council tax reductions should be applied for as soon as your circumstances change — they are not backdated more than a few weeks in most cases.

What Happens After You Appeal
Send your appeal to the VOA
Write to the Valuation Office Agency with your grounds for appeal and supporting evidence. You can also use the VOA's online banding check tool to start the process. The VOA must acknowledge your appeal within 30 days.
VOA reviews your case
The VOA will consider your appeal against their records and local evidence. They may visit your property to assess it. This process typically takes 4–8 weeks, though complex cases can take longer.
VOA issues a decision
The VOA will either dismiss your appeal or lower your band. If they lower your band, they will notify your council and your council tax bill will be reduced going forward. You will also be entitled to a refund of any overpaid council tax.
Appeal to the Valuation Tribunal (if unhappy)
If you disagree with the VOA's decision, you can further appeal to the Valuation Tribunal for England. This is a free, informal tribunal — you can represent yourself. Tribunal decisions are binding on both you and the VOA.
Note on reduction appeals: If you are appealing a council tax reduction decision by your local council (not the band itself), you should first ask the council for a written statement of their reasons for refusal. Then submit a formal appeal in writing to the council citing the relevant council tax reduction scheme.
